4 | African Environmental and Human Security in the 21st Century Helen E. Purkitt · 2009

The volume evolved from a set of papers presented at a panel entitled Environmental and Human Security in Africa during the 49th International Studies Association (ISA) Annual Convention in March 2008. The purpose of the panel was to identify more systematic ways to under- stand, monitor, and remediate specific human and environmental problems in Africa. A common theme among panelists was the importance of understanding fundamental causal mechanisms so that effective policies and actions can prevent human and environmental problems from worsening in the future. Since all of the panel paper presenters worked for U.S. military educational, research, policy, or operational organizations, there was a shared interest in identifying ways that U.S. organizations, including the recently established AFRICOM, can provide effective, non-traditional security aid. Each paper identified specific measures where remarkably modest amounts of aid or assistance on the part of U.S. or other outside actors might be extremely useful in one or more environmental or human security issue areas. The papers focused on such diverse problems as how to

18 | Contemporary Security and Strategy

This book was born of the need to provide a contemporary reappraisal of strategic studies. Apart from the necessity to take stock of the far-reaching changes in the first post-Cold War decade, the contributors also sought to broaden the focus of the study of security away from the purely military aspect of strategic studies to include non-military issues of security. The goal of the book is to orient students in the evolving conceptual terrain of the renamed area of security studies. It offers a comprehensive, objective treatment of security studies that integrates strategic thought, theories of security, key issues and developments in post-Cold War security while combining North American, British and Australian views of security. I would like to thank all of the contributors to this volume for their dedication to the project and for providing material that made the editing process so enjoyable. I would especially like to thank my colleague here at Deakin, Mohan Malik, for his contributions to this volume and for his help and guidance during the early stages of the process. I would also like to thank Joan Beaumont, Head of the School of Australian and International Studies for her and the school's support for the project. Finally I would like to thank our publisher Steven Kennedy and the anonymous reviewers for their comments on the early draft of the manuscript, and especially Steven for his patience when the delivery of the manuscript was delayed due to the Indian and Pakistani nuclear tests of May 1998.

37 | Entrepreneurship in Context

Much research in entrepreneurship presents results as if they are universally and timelessly valid. Entrepreneurship in Context takes the opposite tack – it studies entrepreneurship as a context bound phenomenon. For entrepreneurship, the importance of context goes beyond gaining understanding and avoiding mistakes. The reciprocal influence exercised by the entrepreneurial venture and its corresponding context is at the very heart of the entrepreneur as an agent of change. The book addresses context in a narrow sense, i.e. a person’s life situation and local, situational characteristics. It also deals with wider contexts such as social, industry, cultural, ethnic, sustainability-related, institutional, and historical contexts

The actual or potential burden of infectious diseases is sometimes so great that governments treat them as threats to national security. However, such treatment potentially increases the risk that emergency disease-control measures will be ineffective, counterproductive and/or unjust. Research on ethical issues associated with infectious disease is a relatively new and rapidly growing area of academic inquiry, as is research on infectious diseases within the field of security studies. This volume incorporates ethical and security perspectives,

46 | Global Distributive Justice An Introduction By Chris Armstrong, Dr. Chris Armstrong · 2012

Global distributive justice is now part of mainstream political debate. It incorporates issues that are now a familiar feature of the political landscape, such as global poverty, trade justice, aid to the developing world and debt cancellation. This is the first textbook to focus exclusively on issues of distributive justice on the global scale. It gives clear and up-to-date accounts of the major theories of global justice and spells out their significance for a series of important political issues, including climate change, international trade, human rights and migration. These issues are brought to life through the use of case studies, which emphasise the connection of theories of justice to contemporary politics, and 'Further Issues' sections, which discuss emerging debates or controversies that are likely to command increasing attention in the coming years.

The subject of international security is never out of the headlines. The subjects of war and peace, military strategy, the proliferation of nuclear weapons and revisionist states remain central to the discussion, but burgeoning concerns such as climate change, migration, poverty, health, and international terrorism have complicated the field. So what really matters? The traditional prioritization of state security or the security needs of individuals, humanity, and the biosphere? And where do the problems lie? Are states themselves as much a part of the problem as the solution for people's security needs? With globalization, the international security environment has become more interdependent than ever before with the establishment of complex networks.

87 | Introduction to International Relations: Theory and Practice

I also owe my thanks to the reviewers who responded to the questionnaire about the book. As faculty members who also use the book in their own classes, I appreciated their thoughts and feedback and think that the book is more complete because of their suggestions. I especially appreciate the input on the cases, and the inclusion of the women, peace, and security agenda as one of the areas of focus in chapter 6 is the result of some excellent ideas put forward by one of them. It is much appreciated, although I take full responsibility for everything that is in this volume. My own foundations in international relations came from two former professors, my undergraduate adviser at New York University, Robert Burrowes, and my graduate adviser at the University of Maryland, Jonathan Wilkenfeld. I owe each of them a huge debt for helping direct and mentor me throughout my career, and I value the friendship with each of them that continues to this day. I was fortunate to do most of the writing and revising for this book subsequent to my retirement and move to our home in the Eastern Sierra. This proved to be a most fortuitous as well as beautiful place to isolate during the coronavirus pandemic and lockdown, and that provided an environment conducive to think- ing and writing during this difficult period. My tennis and golf friends helped provide a much-needed balance between thinking, writing, and play. I would not be as productive if I did not have that balance, for which I am very grateful.

The third edition of Non-Governmental Organizations, Management and Development is fully updated and thoroughly reorganized, covering key issues including, but not limited to, debates on the changing global context of international development and the changing concepts and practices used by NGOs. 124 | Reimagining Security Communities: Systems Thinking Approach .Francis Onditi,2021

This book utilizes a systems thinking perspective to propose a holistic framework of analysis and practice for the regional security community (“RSC”) arrangement in Africa. “Conflicts in Africa, interstate wars, civil wars, and protracted social conflicts, have increasingly spilled over national borders to become regional conflicts. In response, the international community has offered regional solutions. But will these conflicts be regionally contained? Onditi and his co-authors have taken up the challenge of rethinking regional security communities from a holistic approach. Building upon the foundations of scholars such as Barry Buzan and Karl Deutsch, this volume (de) constructs the AU‘s emerging peace and security architecture, to promote African centered solutions to problems of conflict that transcend the legacy of post-colonial boundaries denoted by the ‘Curse of Berlin.’“

his new Handbook examines the issues, challenges, and debates surrounding the problem of security in Africa.

Africa is home to most of the world's current conflicts, and security is a key issue. However, African security can only be understood by employing different levels of analysis: the individual (human security), the state (national/state security), and the region (regional/international security). Each of these levels provides analytical tools for understanding what could be called the "African security predicament" and these debates are animated by the "new security" issues: immigration, small arms transfers, gangs and domestic crime, HIV/AIDS, transnational crime, poverty, and environmental degradation.

149 | The Cybersecurity Dilemma: Hacking, Trust, and Fear Between Nations

Why do nations break into one another's most important computer networks? There is an obvious answer: to steal valuable information or to attack. But this isn't the full story. This book draws on often-overlooked documents leaked by Edward Snowden, real-world case studies of cyber operations, and policymaker perspectives to show that intruding into other countries' networks has enormous defensive value as well. Two nations, neither of which seeks to harm the other but neither of which trusts the other, will often find it prudent to launch intrusions. This general problem, in which a nation's means of securing itself threatens the security of others and risks escalating tension, is a bedrock concept in international relations and is called the "security dilemma".

161 | The Nature of International Humanitarian Law A Permissive Or Restrictive Regime? By Anne Quintin · 2020

This illuminating book explores the nature of international humanitarian law (IHL), so doing by asking whether it should be seen as a permissive or a restrictive regime. An experienced lawyer in the field, Anne Quintin offers an in-depth expert analysis of this highly debated topic. In the eyes of many, the primary purpose of IHL is to impose restrictions on the actions of parties in armed conflicts, in order to protect victims. But IHL is also increasingly cited as an authority in permitting conduct that would be deemed unlawful in peacetime, for instance some cases of internment or targeting of persons. Considering both international and non-international armed conflicts, Quintin carefully and astutely peels away the layers of this debate,

171 | Theories and Practices of Development, Katie Willis , 2011

Global economic crisis and the implications of global environmental change have led academics and policy-makers to consider how ‘development’ in all parts of the world should be achieved. However, ‘development’ has always been a contested idea. While often presented as a positive process to improve people’s lives, the potential negative dimensions of ‘development’ on people and environments must also be recognized.

Theories and Practices of Development provides a clear and user-friendly introduction to the complex debates around how development has been understood and achieved. The second edition has been fully updated and expanded to reflect global political and economic shifts, as well as new approaches to development.
